2010 West Virginia Centers for Independent Living Legislative Priorities

Restore the WV Division of Rehabilitation Services' Independent Living Services budget of $500,000

In Fiscal Year 2009, through the support of the WV Legislature and the WV Division of Rehabilitation Services, the WV Centers for Independent Living received funding to provide independent living services to 180 West Virginians living with disabilities.

Today, those 180 West Virginians remain in their homes and communities, 20 of whom were at risk of institutionalization. This represents a savings to the state of approximately 1.5 million dollars in nursing home care annually.

The WV Centers for Independent Living are urging the WV Legislature to continue to support basic independent living services that are critical to the lives of the over 400,000 individuals with disabilities in West Virginia. We are requesting the WV Legislature restore the WV Division of Rehabilitation Services' Independent Living Services budget in the amount of $500,000.

Community Living Services Program

The purpose of the Community Living Services Program (CLSP) is to "ensure that West Virginians with disabilities have equal access to the resources and supports they need to live self-determined, independent livings in their own homes and communities."

The WV Division of Rehabilitation Services contracted with the WV Centers for Independent Living to provide independent living services to West Virginians with disabilities. Fiscal Year 2009 statistics include:

As of December 31, 2009, waiting lists maintained by the WV Centers for Independent Living totaled 426 people. West Virginia is not eligible for any additional federal funding for independent living. It is critical that the State continue to address this underfunding.
